The Metropolitan Tuguegarao Water District (MTWD) has implemented disaster-resilient measures to ensure uninterrupted water supply in flood-prone areas, specifically in five of its critical pumping stations namely Linao East, Linao Norte 1 and 2, Annafunan West, and Annafunan East, which are located in low laying-areas of Tuguegarao City.
To withstand typhoons and flooding, three of these pumping stations have elevated designs with discharge setups and control systems installed at the second floor, while plans are already in place for the remaining two stations. This innovative approach conceptualized by MTWD General Manager, Engr. Miller C. Tanguilan, CESE prevents disruptions thereby ensuring continuous operation. All pumping stations of the District are also equipped with generator sets, guaranteeing consistent water supply during power outages or typhoons.

The MTWD Technical Services and Operations Department plays a crucial role in disaster preparedness by, conducting regular pre- and post-assessment inspections to identify risks and implement solutions.
Operators are equipped with life vests for safety and provided with essential supplies during emergencies. To further strengthen the disaster response of the District, it has developed a comprehensive Public Service Continuity Plan, an all-hazard strategy designed to ensure uninterrupted public service. This plan includes activating disaster response teams during typhoons and other calamities to safeguard personnel, protect infrastructure, and maintain continuous water services.

The District’s proactive disaster response strategies have proven effective. Notwithstanding the temporary shutdown of some of the submerge pumping stations, the full operations of said facilities resumed within 24 hours from the time the flood subsided.
These efforts reflect the District’s commitment to its mission of delivering reliable water services while safeguarding its personnel of MTWD and ensuring the well-being of the customers-concessionaires it serves. By prioritizing disaster-resilient infrastructure and preparedness, MTWD continues to adapt to the challenges of a changing climate, ensuring a safe and potable water supply for the public.
