The Metropolitan Tuguegarao Water District (MTWD) joined the nation in celebrating 2025 National Women’s Month on March 10, 2025, at the MTWD Building. With the theme “Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas,” the event honored the remarkable contributions of women in various fields, especially the 85 hardworking women employees of the District, emphasizing their vital role in shaping both the District and the nation’s future.
In his opening message, General Manager Engr. Miller C. Tanguilan, CESE, recognized the pivotal roles women play within the District.
“As we look around in our Water District, we see this theme come to life in great ways. Women here are not only fulfilling essential roles, instead they are transforming the way we operate and paving the way for a brighter and more inclusive future,” he stated.
GM Miller also highlighted the leadership of Ms. Jocelyn B. De Jesus, who heads the Human Resource, Finance, and Administrative Department, ensuring smooth and equitable operations. He also commended Engr. Janice R. Cardenas, who leads the Technical and Operations Services Department, a vital unit responsible for maintaining water services across MTWD’s coverage area.
Additionally, he recognized the three Division Managers and three Acting Division Managers— all women of remarkable expertise and leadership. Finally, he expressed his heartfelt gratitude to all the hardworking women in the District for their dedication, leadership, and invaluable contributions.
Dir. Lorna L. Dimalanta, member of the Board of Directors and Women’s Sector Representative, delivered a powerful speech celebrating the courage, resilience, and determination of women. She emphasized that women have always been at the forefront of change -breaking barriers, leading initiatives, and uplifting communities. “Today, we celebrate not just the remarkable achievements of women, but the ongoing journey toward equality, empowerment, and progress. Throughout history, women have risen to challenges, led transformations, and extended helping hands to those in need,” she shared. She encouraged everyone to be role models for young women in their communities, inspiring them to dream big and strive for excellence.
She also called for deeper respect for women, particularly married women, recognizing the sacrifices they make in their multiple roles. “Husbands should give their wives the love, value, and respect they truly deserve. Never hurt them emotionally or physically. Never speak ill of them, especially in front of your children. Remember, a happy wife means a happy life,” she concluded.
The program featured a special serenade from Mr. Carmelo L. Pagulayan and Serafin M. Palogan, paying homage to the hardworking women of MTWD. The new generation of MTWD Juana Dancers also delivered a lively performance, symbolizing women’s resilience and strength through dance.
A major highlight of the event was the awarding of Miss Juana 2025, recognizing a woman who embodies leadership, resilience, and excellence in her field. This year’s title was awarded to Ms. Beverly T. Dela Cruz, Senior Customer Service Officer A, celebrating her exceptional contributions to the District. The event was fun, engaging and smooth thru the masters of ceremony, Mr. Jaime S. Pascual III and Mr. John Herb Inere, members of the GAD-TWG.
In her closing remarks, Ms. Jocelyn B. De Jesus, Department Manager and Chairperson of the Gender and Development Focal Point System, expressed gratitude for the support of the General Manager and Board of Directors in championing gender equality. She reaffirmed MTWD’s commitment to empowering women, ensuring that they continue to rise and thrive in every sector.
As the National Women’s Month Celebration continues, MTWD remains steadfast in its mission to amplify women’s voices and recognize their invaluable role in building a better Bagong Pilipinas.
