After nearly a year of intensive leadership training and public sector innovation, the Fidel V. Ramos LEAD4R Fellowship Program on Advanced Governance and Leadership for the Public Sector concluded a culminating activity on June 15, 2025 held at UP-NCPAG Case Room and Student Lounge, UP Diliman, Quezon City, celebrating the achievements of 18 public service fellows who completed the program.

Organized by the University of the Philippines – National College of Public Administration and Governance (UP-NCPAG) in partnership with the FVR Legacy Initiative and the Management Academy of the Philippines, the LEAD4R Fellowship was launched in July 2024 to honor the visionary leadership and reform legacy of the late President Fidel V. Ramos.
During the fellowship’s culminating ceremony, certificates of completion were awarded to 18 fellows, including representatives from MTWD, recognizing their commitment to transformative leadership in public service. The event was graced by several personalities including UP President Angelo Jimenez and Presidential daughter Angelita Ramos who also co-chairs the FVR Legacy Initiative. It reaffirmed the program’s core mission: to mold public servants into strategic leaders capable of leading reforms and upholding the highest standards of governance.

MTWD General Manager Engr. Miller C. Tanguilan, CESE, together with Mr. Maynard V. Matammu, Acting Division Manager of the Corporate Planning and Public Affairs Division joined the fellowship program. Together, they developed a timely and strategic capstone project entitled: “Developing a Model for the Septage Management Operations of Local Water Districts: An Implementation Strategy for the Metropolitan Tuguegarao Water District”
This proposed project addresses a pressing environmental and public health concern which is faecal sludge management by promoting the construction and operation of septage treatment facilities in local water districts. The project envisions a replicable system that ensures the safe disposal and potential reuse of faecal waste, ultimately contributing to reduced environmental degradation and improved sanitation.

The MTWD team expressed optimism that their capstone initiative will move from blueprint to implementation. GM Tanguilan hopes “that this model for septage management operations become a reality in the near future, not just for MTWD but also as a scalable solution for water districts across the country’.
As the country continues to face complex challenges in governance, environment, and infrastructure, the FVR LEAD4R Fellowship stands as a beacon of forward-thinking leadership—fueled by the spirit of innovation, accountability, and the enduring legacy of President Fidel V. Ramos.
