The Metropolitan Tuguegarao Water District (MTWD) recently concluded its second and final review of the Environmental Impact Statement (EIS) Report for its Proposed Surface Water Treatment Plant (SWTP) project located at Caggay, Tuguegarao City. The evaluation took place on November 14, 2023, at the EMB Regional Office Conference Hall in Carig Sur, Tuguegarao City.
The gathering drew participation from a diverse group of thirty-two (32) individuals, including Mr. Jason Malamug from the Environmental Management Bureau (DENR-EMB), Enrique Q. Pasion from the Provincial Environment and Natural Resources Office (PENRO), Jaypee P. Marallag and Samuel P. Reyes Jr from the Local Government Unit (LGU), and General Manager Engr. Miller C. Tanguilan, CESE from MTWD with his staff. The review also included the Environmental Impact Assessment Review Committee (EIARC), which was led by Mr. Mark Anthony Tuliao of DENR-EMB.

The review commenced with a comprehensive presentation by Engr. Renan Cauagdan, explaining the treatment process integral of the SWTP project as outlined in the Environmental Impact Statement (EIS).
Subsequent deliberations delved into the examination of findings from the initial substantive review, focusing on compliance and the identification of areas requiring additional details to fortify the completeness of the final EIS report. Noteworthy recommendations emerged, providing valuable insights for further enhancing of the report.
The peak of the meeting was marked by the drafting of the Environmental Compliance Certificate (ECC) permit, a tangible outcome of the rigorous discussions on the second EIS draft. Future endeavors will center on a meticulous adherence to the conditions and restrictions stipulated within the ECC permit once awarded, underlining a commitment to safeguarding the environmental integrity of the SWTP location.
This milestone event not only signifies a crucial step in the regulatory process for MTWD’s SWTP project but also underscores the organization’s dedication in ensuring that the venture aligns with the highest standards of environmental responsibility.
