METROPOLITAN TUGUEGARAO WATER DISTRICT CATEGORY A FUNCTIONAL CHART
Functions are limited to policy- making (Chapter V, Section 18 of PD198 as amended).
Appoints General Manager, retains auditor and Legal counsel, adopts utility rules and regulations and personnel rules and regulations, table of organization; adopts schedules of salary and pay; approves annual budget; adopts schedule of water rates and charges; selects and retains engineering consultants for preparation of feasibility report; authorizes the General Manager to enter into contracts in behalf of the District; authorizes acquisition of real property; authorizes progress payment on construction contracts; adopts master plan of water utility development, etc.
Sets the direction of the District, formulates short & long-term plans of the District. Supervises/Reviews the District’s corporate plans and strategies; Executes and administers the policies measures approved by the Board in accordance with rules and regulations; Appoints/Removes/Dismisses/Reshuffles/Disciplines employees in accordance with the statutory and regulatory laws, rules and regulations; Represents the District in all external dealings; Submits/Proposes policies, rules, regulations and budget for Board’s action; Directs the whole operation and administration of the District; Monitors the District’s compliance to existing statutory, regulatory laws, rules and regulations; Performs functions/ powers, duties and/or regulations as may be required under statutory and regulatory laws, rules and regulations.
Supervises the Administrative Group: Human Resource, Property & Materials Management and General Services and Financial Group: Accounting, Treasury & Budget, Commercial, and Customer Services Divisions; Establishes Administrative and Financial Groups’ goals and objectives; Recommends policies, rules, and regulations for management action; Carries out all Board and Management policies in achieving the District’s objectives and monitors/controls all Administrative and Financial Departments’ activities.
Supervises the Operations Group: Production, Pipelines & Appurtenances Maintenance, and Technical Group: Engineering, Construction, and Environment & Water Resources divisions; Establishes Technical & Operational Groups’ goals and objectives; Recommends policies, rules, and regulations for management action; Carries out all Board and Management policies in achieving District’s objectives and controls all technical and operational departments’ activities.
OFFICE OF THE GENERAL MANAGER
- Comes up with a system of formal long-range and short-range planning covering all aspects of the organization;
- Identifies long-term internal and external factors and their potential implication to the District;
- Provides the General Manager and the Board of Directors with periodic reports pertaining to the status of the corporate plan analysis and makes recommendation or alternative courses of actio
- Provides advisory services and technical support and assistance to all management levels on all planning matters.
- Plans, directs, coordinates and manages all publicity & information efforts of the District and assist the Management in informing the general public on the operation of the District through various media of communication.
- In-charge of community relations Central Information Unit of the District.
- Develops and maintains an internal audit program for all units;
- Reviews and appraises the adequacy and application for accounting, financial and operating controls;
- Reports promptly audit findings and suggests means of needed corrective measures; determines compliance with the applicable laws and regulations of all governmental bodies to a certain reliability of accounting and other data;
- Determines that the assets of the district are adequately and properly safeguarded; coordinates the internal audit program with that of the Commission on Audit.
- Represents the district in all legal cases.
- Provides notarial services on all legal documents of the District;
- Assists management in maintaining organizational peace and labor relations and on all legal matters particularly in the collection of other claims pertaining to the district;
- Monitors and ensures the District’s compliance to statutory, regulatory laws, rules, and regulations.
- Plans, directs, coordinates and manages all publicity and information efforts of the district, and assists the Management in informing the general public regularly on the operations of the utility through various media of communication.
- Implements, monitors and reports community development programs.
- Conducts community needs assessment for community relations and development.
- In-charge of the Central Information Unit of the District.
OFFICE OF THE ASSISTANT GENERAL MANAGER FOR FINANCE & ADMINISTRATION GROUP
- Initiate/recommends plans and programs for employees’ welfare
- Responsible for the recruitment, selection and placement of employees ; Monitors the release of employees benefits/ incentives in accordance with the rules; monitors implementation of the performance management system of the district
- Oversees the over-all development of the employees in terms of training, scholarship, knowledge, skills, personality development/ enhancement; Implements approved programs on rewards and recognitions of employees
- Monitors compliance to statutory, regulatory laws, rules & regulations on personnel matters
- Recommends repair and maintenance program of all vehicles, motorcycles, and equipment and implements the same
- Recommends programs for water meter maintenance
- Oversees the security and maintenance of the building, and District’s facilities, including administration, documentation, safeguarding, and monitoring of the periodic physical inventories of Stock Materials and Supplies, Fixed Assets, and Properties
- Ensures availability of materials & equipment to meet operation schedule. Responsible in the review & monitoring of the quality & specification of materials, supplies, fixed assets & properties needed in the operation & projects of the District.
- Supervises the district’s procurement activities
- Directly supervises all matters related to accounting; collates, formulates, summarizes and monitors the District’s budget; ensures that all financial statements and reports are prepared and submitted promptly; maintains all financial and accounting records.
- Responsible for planning, implementation and control of the District’s funds and management of all cash funds, assets and savings of the District, including allocation to various types of expenses.
- Responsible in collections, safekeeping, depositing all cash funds, investments and other income due to the District.
- Summarizes, monitors, and evaluates utilized funds, ensuring that it is in accordance with the District’s budgetary system.
- Determines the financial resource available to carry out programs and additional financing requirements both amount and source.
- Supervises the meter reading, billing and collection activities and ensures that all procedures are implemented according to existing policies; recommends improvements on systems and procedures related to function
- Takes charge of the monitoring of customer’s accounts based on meter reading and billing reports, including report of abnormalities, uncovered, and conducts analysis of consumption records of customers
- Monitors status of the customers with delinquents, initiates appropriate action and maintains records in accordance with dormant accounts collection policy
- Analyzes aging of delinquent accounts and proposes measures to prioritize collection efforts.
HUMAN RESOURCE & ADMINISTRATION DEPARTMENT

- Conducts corrective and preventive water meter maintenance program ;
- Responsible in implementing the repair and maintenance of all vehicles, motorcycles, heavy equipment and industrial equipment.

FINANCE DEPARTMENT
- Directly supervises all matters related to accounting; collates, formulates, summarizes and monitors the District’s budget; ensures that all financial statements and reports are prepared and submitted promptly; maintains all financial and accounting records.
- Responsible for the over-all maintenance of the corporate books of accounts and all accounting records, documents and the preparation of Financial and Accounting reports and Analysis.
- Responsible for the control of source documents for payroll deductions, preparation of payroll, and maintenance of records of salaries and wages of employees of the District.
- In-charge of the processing of New Service Applications and attends to customer complaints regarding new service connection, including conduct of field inspection.
- Conducts orientation of new applicants for new service connection, installation of new service connection, and checking of accounts of new service connection applicants.
- Attends to customer complaints, queries, and requests such as closed accounts, high consumption, turned-off, reconnection, penalties and surcharges, billing and leakage adjustments.
- Investigates illegal connection, and implements policy on delinquent customers.

- Responsible for the conduct of Technical Planning and Feasibility Studies on existing and proposed water supply system projects; and preparation of necessary documents for infrastructure projects and water supply facilities.
- Conducts detailed design and analysis of the water supply system facilities and other structures necessary in the systems and office operations.
- Conducts market survey for possible water resources.
- Performs technical survey and investigation for the water supply system and mainline expansion, including installation of transmission and distribution of water pipelines and its appurtenances.
- Conducts civil engineering and architectural works for water supply system and other structures, improvement and other special projects.
- Responsible for the inventory, monitoring and supervision of the watershed rehabilitation projects, reforestation activities, parks improvement and patrol works.
- Plans, develops, and initiates program for the development and protection of water resources.
- Determines production requirements & develops resulting schedules; Attends to all matters necessary to ensure 24-hour service to all consumers of safe, potable water in accordance with the PNSDW standards; maintains accurate records of daily production, equipment, operation, facility history, levels & pressures; establishes detailed maintenance schedule of all production equipment; establishes priorities of economical operation of mechanical equipment; establishes safety programs, etc.
- In-Charge of water distribution network and conducts repair and maintenance of transmission, mainlines, distribution pipelines, service connections and leaks; changes defective water meters, and arranges and elevates water meters. In-charge of the restoration of pavement and structures, including conduct of emergency operations, repair and maintenance of service connections including water meters and all related fittings for the maintenance of services.
- In-charge in formulating strategies and initiatives that will bring about significant reductions in non-revenue water. Conducts continuing studies to sustain gains fir the various NRW strategies.
- In-charge of the organized wastewater and septage disposal and management program, within the standards of the Department of Health, Clean Water Act, Sanitation Code, and Water Code, and other governing rules..
- Focal department for the planning, programming, implementation, monitoring and evaluation, and carrying out research and development of appropriate technology on hygiene, sewerage, and sanitation-related activities. Also, establishes detailed maintenance schedule of all sewerage equipment, treatment plant, and pumping stations.
TECHNICAL SERVICES DEPARTMENT

- Conducts detailed design and analysis of the water supply system facilities and other structures necessary in the systems and office operations. Conducts market survey for possible water resources.

- Maintains accurate records of daily production, equipment, operation, machine history, levels & pressures;
- Establishes detailed maintenance schedule of all production equipment; establishes priorities of economical operation of mechanical equipment; establishes safety programs, etc.
- Responsible in the operation of valves and water distribution network.
- In-Charge of water distribution network and conducts repair and maintenance of transmission, mainlines, distribution pipelines, service connections and leaks; changes defective water meters, and arranges and elevates water meters.
- In-charge of the restoration of pavement and structures, including conduct of emergency operations, repair and maintenance of service connections including water meters and all related fittings for the maintenance of services.
- Responsible in the re-piping of old and dilapidated pipes, arrangement of service lines and connections, and conducts leak detection surveys.
- Formulates strategies and initiatives that will bring about significant reductions in non-revenue water.
- Conducts continuing studies to sustain gains for the various NRW strategies.
