The Metropolitan Tuguegarao Water District (MTWD) together with private sector representatives conducted Frontline Service Inspection today, May 15, 2025 at MTWD Building, Main Avenue, San Gabriel, Tuguegarao City, Cagayan, in observance of the Ease of Doing Business (EODB) Month 2025.
The agency wide frontline service inspection has been undertaken pursuant to Presidential Proclamation No. 818, declaring the month of May as EODB Month, Anti-Red Tape Authority as the lead agency in this yearโ€™s observance with the theme: โ€œ๐“•๐“ป๐“ธ๐“ถ ๐“ก๐“ฎ๐“ญ ๐“ฃ๐“ช๐“น๐“ฎ ๐“ฝ๐“ธ ๐“ก๐“ฎ๐“ญ ๐“’๐“ช๐“ป๐“น๐“ฎ๐“ฝ: ๐“‘๐“ฎ๐“ฝ๐“ฝ๐“ฎ๐“ป ๐“‘๐“พ๐“ผ๐“ฒ๐“ท๐“ฎ๐“ผ๐“ผ ๐“œ๐“ธ๐“ฟ๐“ฎ๐“ถ๐“ฎ๐“ท๐“ฝ ๐“ฒ๐“ท ๐“ช ๐“‘๐“ช๐“ฐ๐“ธ๐“ท๐“ฐ ๐“Ÿ๐“ฒ๐“ต๐“ฒ๐“น๐“ฒ๐“ท๐“ช๐“ผ.โ€

 

 

The objective of this activity is to evaluate the quality, efficiency, accessibility, and responsiveness of MTWD frontline services in compliance with RA 11032 also known as the Ease Of Doing Business and Efficient Government Service Delivery Act of 2018.
The inspectors of the MTWD frontline services namely, Ms. Jackie Lim, owner of Multi-Level Apartment and Mr. Anthony Mendoza, Human Resource Officer of Carmelita Hotels Corp. were the inspectors based on the water service classification they represent thus, identifying them as one of the largest water consumers of the District.

The frontline service inspection started with a brief orientation on the manner of evaluation of the indicators and the service quality dimensions in the checklist provided by the Committee on Anti-Red Tape (CART) of the District followed by a walkthrough of the processes and transactions both in the Public Assistance and Complaints Desk (PACD) and Billing Section. The inspection covered compliance with standard processing times per RA 11032, presence of clear, accessible and transparent information and services, overall efficiency and friendliness of frontline personnel, functionality of online and physical service channels and receiving of complaints through PACD and processes in the Billing Section.

General Manager Engr. Miller C. Tanguilan, CESE expressed his gratitude to the inspectors for their full support and cooperation, making the activity successful. He added that this activity will serve as an avenue to further improve the processes that are in place notwithstanding the established reform efforts and existing regulations and policies of the District.
Also present in the activity are the members of the CART namely, Assistant General Manager Engr. Janice R. Cardenas, Acting Department Manager Ma. Imelda B. Bacud, Internal Control and Systems Development Division Manager Mary Antoinette B. Fermin and members of the Secretariat Atty. Kenneth Charisse I. Gallardo and Mr. Sammuel A. Aquino.
The activity ended with the awarding of certificates of appreciation to the inspectors for sharing their valuable insights during the conduct of the said activity.
