In order to provide new and significant opportunities and to further increase the efficiency of processes and operations of MTWD, selected employees under the leadership of General Manager Engr. Miller C. Tanguilan, CESE conducted a benchmarking activity at Baliwag Water District (BWD) and Baguio City Water District (BAWADI) on August 23, 2023 and August 24-25, 2023, respectively.

Said benchmarking covers the current systems BWD is utilizing in its areas of operation such as Engineering Monitoring and Project Management System, BWD Core System (New Connection, Billing & Collection, Job Order, Customer Service), Geographical Information System, Mass Messaging System, Property Material Management and General Services System, Desludging System, Human Resource and Information System and BWD Website.
 
They have also showcased one of their strengths particularly on in-house systems development using the different platforms instead of outsourced systems. This implies that employees in-charge of systems development are equipped with knowledge and skills to provide needed and relevant Desktop and Web Application System.
 
The MTWD-MIST also conducted benchmarking at BAWADI on August 24-25, 2023. The billing and collection system of the Baguio Water District was one of the focuses of the system development section of the MTWD-MIST.
 
BAWADI also showcased the Geographic Information System (GIS) which they currently use to store, visualize, analyze and interpret geographic data. Also, network infrastructure, technology systems, software, hardware, water facilities and its monitoring system, water laboratory and other significant practices with the goal to identify strengths, weaknesses, and potential insights for both districts and suggest improvements for future planning of the Metropolitan Tuguegarao Water District (MTWD) are also considered as key factors in the conduct of the benchmarking activity.

The benchmarking analysis highlights the advanced practices and facilities of Baliwag Water District and Baguio City Water District, underscoring their commitment to efficient and sustainable water management. The Metropolitan Tuguegarao Water District can benefit from adopting similar practices to enhance its water supply and quality management, sanitation, and environmental sustainability efforts. By incorporating these recommendations, the district can move toward more effective water resource management in the future.
