In a remarkable effort to address the pressing issue of deteriorating moral values among government employees and to strengthen the moral fabric of society, the Metropolitan Tuguegarao Water District launched its Values Restoration Program on May 22, 2023 at the MTWD Grounds, San Gabriel, Tuguegarao City.Ms. Ruby-Ann Benedicta C. Ramirez and Ms. Princess Vanezza F. Turingan, the newly appointed Values Restoration Officers who will play a pivotal role in upholding and instilling moral values and principles among the MTWD workforce, also took oath during the Oathtaking and Pinning Ceremony. Said oath-taking was headed by MTWD General Manager Engr. Miller C. Tanguilan, CESE. The Values Restoration Program is a soft approach of the government to combat the problem of graft and corruption, inefficiency and broken working relationships between government employees in their workplace. It is a public-private partnership program between the Civil Service Commission (CSC) and the Council for the Restoration of Filipino Values (CRFV) which aims to promote and restore core values among civil servants while ensuring transparency, accountability, and professionalism.

During the ceremony, General Manager Engr. Miller C. Tanguilan, CESE, delivered an inspiring speech emphasizing the significance of integrity in public service. He stressed that the Values Restoration Program is a critical step towards restoring public trust and confidence in the government which has deteriorated over the years. GM Tanguilan also underscored the commitment made that to fulfill the duty to the public, everyone must lead by example and uphold the highest degree of integrity, excellence, accountability, and professionalism. He also reminded each employee to be guided by these core values in serving the public and working towards a better future for our community and society as a whole.

Ms. Teresita P. Cruz, Human Resource Division Manager, also expressed her optimism on the program's impact to the District. She also highlighted the need for continuous evaluation and improvement of ethical standards within public service. She hoped that the said program will serve as a reminder that all government servants must act with integrity and accountability.

On the other hand, the newly appointed Values Restoration Officers were carefully selected based on their qualifications, experience, and commitment to the principles of good governance. Prior to the said designations, the newly appointed VROs attended the Values Restoration Officers (VROs) Training the Trainers Online (VRO TTT) conducted by CRFV last April 18-21, 2023 via Zoom platform.

The MTWD Values Restoration Program is a testament to the District’s commitment to building a more transparent and accountable government agency. By cultivating a culture of integrity and professionalism, it is hoped that public trust will be restored, fostering a more effective and efficient government that truly serves the people.
